When someone says they haven't, "given up on the relationship", 9 times out of 10 they are just trying to soften the blow of a break up.
She is leaving the possibility of getting back together open, but in all likely hood, she is ready to move on.
If there is any chance of salvaging the relationship, you need to pinpoint the reason(s) that are making her want to leave, and convince her that you can fix those problems.
Worst comes to worst, be respectful of her decision, and do your best to move on. She'll appreciate it, and, the appearance that you're getting over her may make her want to give you another shot.
